With a Total Investment of $500 Million (Equivalent to EGP 25.5 Billion)* SCZONE Chairman Witnesses Groundbreaking Ceremony for “Befar” Chlor-Alkali Plant in Sokhna Industrial Zone

Mr. Waleid Gamal El-Dien, Chairman of the General Authority for the Suez Canal Economic Zone (SCZONE), attended the groundbreaking ceremony of the Binhua (Befar) Group chemical project. The plant will be established within the premises of the industrial developer “TEDA-Egypt”, located in the Sokhna Industrial Zone. The project aims to produce chlor-alkali at a capacity of 100,000 tons, over 400,000 square meters, to be developed in two phases. The first phase covers 200,000 square meters, with future expansion to occupy another 200,000 square meters total investment is valued at $ 500 million (EGP 25.5 billion), with USD 300 million allocated for the first Phase and $ 200 million for the second Phase. The project is expected to create approximately 800 job opportunities. Construction works for the 1st phase are scheduled to be completed within 18 months. The facility aims to become the first green chemical plant in Egypt, relying in its first phase on wind energy, solar power, electricity, and natural gas to generate steam for energy. The ceremony was attended by Major General Tarek El Shazly, Governor of Suez, along with senior executives from SCZONE, TEDA-Egypt, and representatives from the project company.

*” This project carries a message beyond industrial development—it speaks to sustainability, leadership, and comprehensive economic renaissance. The project is not merely a large industrial facility but a fully integrated system built upon the principles of environmental sustainability, utilizing diverse clean energy sources to power the production units. This represents an inspiring model for establishing a green chemical industry aligned with Egypt’s national vision for transitioning to a green economy.” Mr. Waleid Gamal El-Dien, Chairman of SCZONE stated.*

*“From an economic standpoint, the project opens up wide prospects for downstream and complementary industries, while enhancing Egypt’s capacity to secure its needs for strategic products used across various vital sectors. It will also contribute to import substitution and reducing the import bill, in addition to increasing opportunities for localizing strategic industries and exporting them to neighboring markets. The plant’s location within SCZONE provides it with a strategic advantage—enabling rapid access to seaports and, through them, to regional and global markets. This project is also part of an integrated system for mineral extraction from seawater, including the production of bromine and other supporting and feeder industries,” Mr. Waleid Gamal El-Dien, Chairman of SCZONE declared*

*” The company was established in 1968 and brings over 50 years of experience in the fields of specialty chemicals, petrochemicals, and new energy solutions. The group exports its products to more than 100 countries and regions around the world and holds the top position in the Chinese market for several products, including allyl chloride, trichloroethylene, granular caustic soda, caustic soda flakes, and others. The project will commence as soon as possible, thanks to the strong support from SCZONE, the cooperation of China-Africa TEDA Investment Company, and the contributions of various partners.” Mr. Sai Yinghui, Senior Vice President of Befar Group.*

It is worth noting that the contract for the Binhua (Befar) Group chemical project was signed during the SCZONE Chairman’s investment promotion tour held on the sidelines of the Forum of China–Africa Cooperation (FOCAC) in September 2024, reflecting the seriousness of the efforts being made to attract investment and localize industries within SCZONE.
